Preheat oven to 400°. In a medium saucepan, bring water to boiling. Add carrots and broccoli and cook until vegetables are crisp tender, about 4 minutes. Drain.

In a large saucepan, melt 3 tbsp of butter over medium heat. Add onion and cook about 2 minutes or until tender. Beat in 3 tbsp flour with a whisk. Gradually beat in stock and sage. Reduce heat to medium-low and cook about 5 minutes, stirring constantly until mixture thickens. Stir in vegetables and chicken. Spoon mixture into an ungreased 2-qt casserole and set aside.

Cut 2 tbsp butter into 1 cup flour, baking powder, and salt until mixture resembles fine crumbs. Stir in bacon, cheese, and milk. Spoon biscuit batter around the edge of the chicken mixture. Bake 25-30 minutes or until biscuits are golden brown.
